Who are we looking for?

We are now looking for a Lead SCM (Supply Chain Management) Manager, Finance. This role reports into the Head of Supply Chain Management.

Responsibilities

Reporting to the Head of Supply Chain Management (SCM), the Lead, Strategic Procurement, SCM executes the process to onboard 3rd party service providers and establish mechanism to track and monitor their performance. Mox Bank is built on world-class technology service providers, this role is an important function to the success of the operations of the Bank.

  • Support the Head in driving the execution and delivery of SCM objectives, strategies and supply chain cost efficiency.
  • Define, enhance, document and implement Strategic Sourcing and Procurement standards in terms of policies, processes, SLAs, interface to other processes, key procedures, data and systems used to support the process.
  • Identify efficiency opportunities from an end to end perspective and lead the end to end sourcing process.
  • Drive standardized procurement processes that deliver holistic value.
  • Ensure supplier risk management in compliance with the areas of Third Party Risk Management Framework , Outsourcing, Information Security and Third Party Due Diligence etc.
  • Work close with business users to define and implement procurement strategies, to formulate the SLA. Monitor the process that ensures regular review and controls are in place and appropriate actions being taken if the vendor fail short of expectation.
  • Negotiate contracts and terms with vendors, in collaboration with key functions (e.g. Tech, Legal, Compliance) and contract owners.
  • Lead and manage certain strategic/ high value / complex strategic sourcing initiatives as assigned by the Head of SCM.
  • Undertake vendor management by ensure regular monitoring and evaluation of the performance against agreed service levels. Escalate and manage appropriately.
  • Ensure the contracts are reviewed and renewed timely while keeping all the metrics related to Third Party Risk under control without exceptions.
  • Provide and optimize procurement management reports and dashboards to support procurement management in procurement strategies formulation and drive continuous improvement.
  • Keep abreast of the latest industry trends, proactively understand the business requirements, and proposed suitable vendors to enhance the productivity and efficiency.

Requirements

  • Bachelor’s degree in relevant quantitative discipline or equivalent experience.
  • Professional Membership e.g. CIPS or similar desirable.
  • Minimum of 8 years of successful strategic procurement experience (category management or sourcing), of which no less than 5 years in the retail banking and / or technology business.
  • Ability to lead procurement projects, coordinating all stakeholders of the process in a independently in order to achieve the goals and objectives for business optimization, cost, quality and delivery.
  • Demonstrated skills in commercial and contract negotiation, vendor onboarding and management.
  • A solid understanding of procurement policies, processes, and systems.
  • Strong communication skills and make influence for different stakeholder dynamics.
  • Excellent analytical, project management, presentation, and interpersonal skills.
  • A keen eye for detail and the ability to prepare tenders, negotiate, and analyze typical procurement problems.
  • Experience of working with people from different cultures, approaches, and professional backgrounds.
  • Naturally hands-on, and able to manage multiple stakeholders who may have different work priorities.
  • Able to work in fast paced work environment independently.
  • Perfect command of spoken and written English.
  • Candidate with less experience will be considered for the position of Strategic Procurement Manager.
