Who are we looking for?

We are now looking for a Head of Financial Crime Compliance (FCC) to join the Compliance team.

Responsibilities

  • Set and implement the vision, strategy, direction and leadership for FCC, with the consideration of other risk types and in support of the Bank’s strategic direction and growth aspirations.
  • Analyse comprehensive impact of financial crime related regulatory matters on the relevant business area and its operations and take further actions for the changes if necessary.
  • Keep track of and provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to FCC.
  • Provide governance and oversight over the implementation of FCC-related policies, procedures and DOIs to ensure compliance with such requirements.
  • Report and escalate any relevant matters, key changes of regulations, potential risk exposed and the risk trend in the markets to the senior management on a timely basis.
  • Act as Risk Framework Owner under the Bank’s Risk Management Framework for those aspects of Regulatory Compliance relating to AML/Sanctions/ABC, and escalate issues as appropriate.
  • Liaise with internal and external stakeholders including but not limited to relevant parties in the Bank and Standard Chartered Group, the Regulators, Law Enforcement Agencies and respective associations etc.
  • Act as the Section 72B Manager, Compliance Officer and Money Laundering Reporting Officer for providing oversight of all FCC activities, supporting the senior management to ensure that the FCC risk are adequately identified and managed, and being a focal point for reporting suspicious transactions.
  • Any ad-hoc issues required.

Requirements

  • Bachelor’s degree in Accounting, Finance, Risk Management, Business Administration or a related field preferred.
  • 12-year work experience in financial industry with solid experience in financial crime compliance with S72b.
  • Strong knowledge in Financial Crime Compliance and good understanding in the regulatory development and the trend in the market.
  • Holder of Professional qualification of CAMLP/CAMS or equivalent qualification.
  • Attention to details and ability to work under pressure in an agile environment and fast-growing industry.
  • Good communication and inter-personal skills to liaise with various stakeholders.
  • Proficiency in spoken and written Chinese and English.
