Who are we looking for?

  • To assist the Chief Risk Officer, Virtual Banking to develop and implement compliance strategy which fits the bank’s strategy.

  • To promote culture and practise of compliance.

  • To advise all relevant units on compliance issues arising out of their businesses, product offering and operations.

  • Maintain relationship with regulators and designated as S72B manager under Section 72 of the Banking Ordinance.

Strategy

  • Drive and implement the vision, strategy and compliance plan consistent with supporting the Bank’s strategic direction and growth aspirations and Hong Kong’s strategic contribution to the broader franchise of the businesses globally.

  • Promote the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical global standards and expectations) and a culture of exceptional judgement and decision making.

  • Embed a Here for Good culture and the Group Code of Conduct in the Bank.

  • Manage compliance issues and risks of the Bank, including driving the decision making process for adequately addressing these risks, and ensuring appropriate collaboration with the stakeholders in managing these risks.

Business

  • Support the development and provide compliance advise to various business area of the Bank. Solid experience in Digital Banking, Retail Banking business and Wealth Management services compliance is an advantage.

Processes

  • Ensure that exemplary transactional execution and pro-active advice on compliance issues and risks are provided to the Bank and senior management.

  • Embed a culture of executing transactions to meet global standards ensuring that compliance documentation templates used across the Bank are fit for purpose.

People and Talent

  • Effectively plan and manage capacity and capability needs of the compliance team to ensure optimum resources are sufficiently independent to perform duties objectively, support sustainable business growth and address compliance risks of the Bank.

  • Provide leadership, management and coaching to direct reports to ensure that they are highly engaged and performing to their potential. Actively develop internal talent and cultivate strong brand presence to attract new people to the function.

  • Drive and implement functional strategy in the areas of resourcing, talent development, performance management, learning and development and engagement, continually upgrading standards of the compliance team.

  • Provide input at the business and function and at individual level as appropriate on compliance matters which should have a bearing on remuneration pools or individual bonuses (for senior staff).

Risk Management

  • Act as the Risk Framework Owner (“RFO”) under Mox’s Risk Management Framework (including relevant Operational Risk Framework ownership for relevant risk items where Compliance is identify as RFO.

  • Understanding of the risk and control environment in area of responsibility.

Governance

  • Implement compliance frameworks for identifying, assessing, managing, monitoring, mitigating and reporting compliance (including regulatory and financial crime) risks in the Bank and ensure effective management of compliance issues and risks in the Bank.

  • Develop and implement compliance policies and procedures and standards in the Bank through processes including training, advice and support.

  • Design and implement effective programmes for compliance monitoring, surveillance, assurance and Speaking Up in the Bank.

  • Execute the functional strategy in managing compliance issues and risks in the Bank.

  • Approve product programmes, ensuring relevant laws and regulations are reflected in product documentation and ensure cross border framework is implemented in the Bank.

  • Provide quality reports and other Management Information in an agreed and standardised format and escalate on an ad hoc basis as required, to the Head, Compliance, HK and other senior management on key compliance risks and issues of the Bank.

Regulatory & Business Conduct

  • Drive proactive regulatory engagement and ensure effective regulatory relationship plans are in place.

  • Execute and implement functional best practices around regulatory inspections.

  • Ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory changes/practices and associated risks.

  • Ensure proactive engagement in regulatory reform, including ensuring identification and escalation of regulatory reform proposals, participation in local internal regulatory relationship and reform forums and memberships in local external industry forums.

  • In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management and relevant regulators are informed and that actions are taken quickly to remediate and/or cease activities.

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across the Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct and providing input into senior management performance in accordance with the established processes and procedures.

  • Lead the team to achieve the outcomes set out in the Group’s Conduct Principles: Fair Outcomes for Clients, Effective Operation of Financial Markets, Financial Crime Prevention and The Right Environment.

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other Responsibilities

  • Embed Here for good D&I and Group’s brand and values in Compliance.

  • Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.

  • Substantial experience and knowledge of laws and regulations applicable to banks, in particular those relating to the wealth management and retail banking business.

  • Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi cultural awareness and sensitivity.

  • Effective communications skills (written and spoken).

  • Sound judgement on business practices, regulatory relationship management and reputational risk.

  • Team player, ability to work in a team environment with different cultures.

  • Willing to stand and work in ambiguity and fast-changing environment.

  • Ability to work under pressure.
